Massing

The provision of structures at roof level means that design decisions were made to align massing with spaces available for cores. Consequently, Site A was set back to enable the core to be placed inside of the car park ramp, creating a staggered frontage that differs from that envisaged in Minster Quarter Outline Area Development Framework (MQOADF) policy.

Landing the blocks at roof, rather than ground level, also created disadvantage in terms of the residential blocks better addressing streets below and the retention of the visually unsuccessful concrete fa├žade of the car park, which is out of keeping with the wider aspirations of the MQOADF and dilutes the design quality of the consented scheme.
