The inability to deliver the consented residential scheme has been a core driver of change.

The consented proposals sought to build new structures on top of the existing shopping centre, which would have required building cores to be thread through parts of the retail areas used by visitors to the Mall as well as through the existing car park ramp, which is also well-used.

The structural solution proposed has been found to have considerable logistical and health and safety implications for the operation of the shopping centre, which has required an alternative approach to be considered and new proposals produced
