Amenity

The consented residential scheme was developed to sit on top of the current shopping centre. Given that the proposals also sought to retain rooftop car parking for the Mall, the amenity spaces for the residential accommodation offered minimal separation from adjacent car-borne impact.

It is considered that the amenity spaces associated with the consented residential scheme were unsuccessful on a number of grounds:

  • Majority of amenity space provided at the same level as rooftop car parking, giving rise to impact from car-borne noise and fumes
  • Amenity space retrofitted onto an existing rooftop area. Proposed areas lacking in vision and cohesion with the residential blocks being served
  • Amenity space significantly separated from street level, reducing potential for greater interaction and surveillance with the surrounding area
